Why Qualification Recognition Matters
If you earned your degree, diploma, or trade certificate outside New Zealand, Immigration New Zealand (INZ) cannot automatically assign it a points value. To claim qualification points under the Skilled Migrant Category (SMC), your overseas credential must first be assessed by the New Zealand Qualifications Authority (NZQA) and given a New Zealand Qualifications Framework (NZQF) level equivalent.
The difference between a Level 7 (bachelor's) and a Level 9 (master's) assessment can mean the difference between 50 and 60 qualification points — potentially the margin between selection and rejection in a competitive EOI pool.
Who Needs an NZQA Assessment?
You need an NZQA overseas qualification assessment if:
- Your qualification was obtained outside New Zealand or Australia
- You want to claim qualification points in your SMC EOI
- Your profession requires registration in NZ (e.g. nursing, teaching, engineering) — though some professions have their own recognition bodies
Note: Australian qualifications from recognised institutions are generally accepted by INZ without an NZQA assessment, as Australia and New Zealand share the NZQF/AQF framework. Always confirm with INZ.
NZQF Levels & Corresponding SMC Points
| NZQF Level | Equivalent | SMC Points |
|---|---|---|
| Level 3–6 | Trade certificate / Diploma | 40 |
| Level 7 | Bachelor's degree | 50 |
| Level 8 | Honours / Graduate diploma | 55 |
| Level 9 | Master's degree | 60 |
| Level 10 | Doctorate (PhD) | 70 |
Step-by-Step: The NZQA Assessment Process
Step 1: Create an NZQA account
Go to nzqa.govt.nz and register for an online account. All applications are submitted and tracked through the NZQA online portal.
Step 2: Gather your documents
You will need: certified true copies of your academic transcripts, your degree certificate/diploma, English translations (if applicable), and proof of identity (passport).
Step 3: Submit your application
Complete the online application form and upload your documents. Select the appropriate assessment type — 'International Qualification Assessment' for most overseas degrees.
Step 4: Pay the assessment fee
Fees vary depending on the qualification type and level. As of 2026, standard assessments range from NZD $340 to $680. Check the current fee schedule on nzqa.govt.nz.
Step 5: Wait for processing
Standard processing takes approximately 10–15 working days once all documents are received. Complex cases or incomplete applications may take longer.
Step 6: Receive your result
NZQA issues a formal statement showing the NZQF level your qualification has been assessed at. This document is what you submit to INZ with your EOI.
Professions With Separate Recognition Bodies
Some professions in New Zealand are regulated by dedicated registration authorities rather than NZQA. If you work in one of these fields, you may need to apply directly to the relevant body:
- Nursing: Nursing Council of New Zealand
- Medicine: Medical Council of New Zealand
- Engineering: Engineering New Zealand (for Chartered status)
- Teaching: Teaching Council Aotearoa New Zealand
- Law: New Zealand Council of Legal Education
- Accounting: Chartered Accountants Australia and New Zealand (CAANZ) or CPA Australia
Even if you need separate registration, you may still need an NZQA assessment for SMC points purposes. Check with INZ directly.
Tips to Speed Up the Process
- Apply for NZQA assessment well before you intend to submit your EOI — ideally 2–3 months in advance.
- Ensure all documents are certified by an authorised person (notary, lawyer, or JP).
- If your transcripts are not in English, engage a NAATI-certified translator or equivalent for accuracy.
- Use NZQA's online tracking system to monitor your application status.
- If your qualification is from a highly regarded institution, note that NZQA may assess it more quickly.
NZ Qualification Bonus (+10 Points)
If your qualification was obtained in New Zealand (completed at a NZ institution), you receive an additional 10-point bonus under the SMC — on top of the standard qualification points. This applies to degrees, diplomas, and certificates from NZ universities, polytechnics (Te Pūkenga), and other NZQF-registered providers.
This bonus is a strong incentive for migrants who have studied or are studying in NZ to complete their qualification before applying for residence.
